We begin another week where the issues will be mainly on the European economy. Spain is increasingly the focus of attention by being in recession, high unemployment and the banking system is increasingly de-capitalized. Apparently the nationalized Bankia will issue debt on behalf of Spain to the ECB, but with more banks needing up to 30 billion euros to recapitalize, a Spain already in debt does not have enough money to help all its banks.

But we also saw last week to close in positive territory in the stock markets in Europe, the first week of gains after 5 consecutive losses.

The world saw a Syrian massacre that killed over 100 people, including many children and all about the views of the UN. The price of oil that has fallen in the last days, can have a recovery, specially influenced by Syria.

Asian markets continue to react negatively to uncertainty about the loans in China for the first time banks will not achieve the goals of loans. This means that even with capital available, people are not willing to invest, bringing worries about the future of the Chinese economy.

In Europe everything remains the same. Much uncertainty in the air, and a division over the European Bonds. Basically Merkel wants reforms to be made for greater economic integration before they any European Bonds are issued.

After another week of falls, and the G8 meeting in the U.S., with Germany maintaining its position in relation to the austerity and all confirming the desire to keep Greece in the Euro zone, provided they continue fulfilling their commitment, we have one more week of volatility. The direction of the market, however, will be a little vague as a momentary optimism may cause a temporary rally.

In Asia, even with some indices closed in red, was a positive session by the expectation that China and Japan will intervene to stimulate the economy.
Much attention this week to all meetings, especially within Europe for discussions of the crisis and pro-growth package.

Just 12 hours after taking office the new president of France, Hollande has gone to Germany, to meet with Angela Merkel and discuss the economic crisis plaguing the euro. At this first meeting they agreed that some measures to stimulate the economy may be adopted, but the involvement of Greece is essential. Soon we are still in the hands ofGreek voters, without any definition. Given that there is already a fear on the part of the Greek population that already withdrew 800 million euros from banks a little more instability can cause panic and a run on banks, a situation quite likely.

The Euro continues its downward trend reaching $ 1.2722. The Asian indices continued to fall also in the light of Greece and a consensus that Japanese growth peaked recently, which may lead to new stimulus from BOJ before the end of the year to avoid the continuous deflation. China in its turn has increased the purchase de American Treasuries in March. China still have plenty of room to stimulate its economy, the second biggest in the world, so it is not only gloom in the horizon.

Europe remains in the center of attention this week. The Greek president failed in talks with the parties to form a new government and new elections must be announced later this week, bringing more questions about the future of Greece in the Euro zone. The European problem starts to get a little more dramatic because the bank Bankia had to be partly taken by the government due to bad loans, in addition the level of defaults will increase. Returning to Germany, the largest economy in the euro zone, the party of Angela Merkel had a setback in the most populous region of the country.
Soon the word austerity will be less used and replaced by growth, which means new spending by countries that are straining the finances and the markets should will soon penalize them.
China in turn is acting to stimulate the domestic economy, lowering the reserve requirements of banks. The reduction of the rate fell 0.5% to 20%, adding approximately 400 billion yuan (63.4 billion USD).

It appears that Greece will be the heart of the issues this week. Virtually all markets closed in the red yesterday, the FTSE 100 had one of the biggest losses since it was on a holiday on Monday and yesterday caught up with the rest. Asian markets closed at the lowest level of the last three months.

Today is a day without news of high impact, but with oil inventories in the U.S. and several companies are announcing their results. Returning to our preferred country, today Alexis Tsipiras will try to form a government to nationalize banks and void the agreement with IMF and European Central Bank. The chance that he canform a government are minimal and most likely new elections will be made in June, so now everything is politics, and the market will be watching it.

The good news is that the price of oil has fallen as well, which can help lower inflation and allow more room for stimulus in the economy.

Yesterday, 03/05/2012, the President Roussef presented an interim measure which takes effect today to amend the remuneration of Brazilian savings accounts. Prior to that, the payment of at least 6% was guaranteed by a law of 1861, and since 1991 the savings yielded at least 0.5% per month, or 6.17% per annum.
By the new rule, saving accounts passes to pay 70% of the Selic (basic interest rate) plus TR, if the Selic goes under 8.5% per year. The immediate liquidity and income tax exemption will be maintained.

This move of the government, at the expense of the most popular fixed income in the market, opens the door to further cuts in interest rates in Brazil. The current yield savings account does not reflect the global reality of negative interest rates and make other investments less attractive. Eventually savers will look for alternatives in the capital markets and invest in the real economy in order to maximize the yield of their money.

The government’s main concern is in relation to the rollover of their debt, if the yield rate of the savings accounts rate is higher than the Selic rate minus inflation, the debt securities of the Brazilian government are not competitive and there is no room for further reductions in the basic interest rate. So this reduction is very welcome and good news for the Brazilian economy.

The Brazilian interest rate remains one of the highest in the world and the highest between the G20 and within the BRIC group. Below is a table comparing interest rates.
